The Peking correspondent of the Times says that the movements of General Seminoff, with two thousand Cossacks, in Manchuria, resulted in an order from the Chinese Government to Chang Isolin, the commander of the three Eastern provinces, to disarm them. Changa Isolin 'did not obey, fearing Japanese interference. The Cossacks are now moving towards Vladivostock. —Aus.-N.Z. Cable Assn.
