BRITISH CABINET CHANGES.

MR. BALFOUR TO RETIRE, London, Sept. 21. The London Sunday Times, forecasting Mr. Lloyd George's reconstruction Ministry, says that the changes will be few, for Laibor has? refused the Prime Minister's overtures to co-operate. Lord Rothermere, who is a zealous .economist, will probably become Minister for War, and Mr. Winston Churchill may be appointed to the Colonial Office, as Lord Jfilner (the present Colonial Secretary) Is anxious to retire. Mr. Balfour, Secretary of State for Foreign Affairs, will probably retire, and will be succeeded by Lord Curzon, Leader of the House of Lords. It is doubtful whether Mr. Balfour will accept a peerage. The successor to Mr. Walter Long, tost Lord of the Admiralty, has not been decided on. Sir William Sutherland Parliamentary Private Secretary to the Treasury, will ho appointed Chief :Whip, and Captain Guest, Joint Parliamentary Secretary to the Treasury, Will be elevated to the peerage, and will receive a colonial Governorship. Mr. Lloyd George has decided to offer another olive branch to Ireland. Hence Mr. Maapherson, Chief Secretary for Ireland, will probably resign. The Daily Mirror states that it is reported in court circles that Mr. Balfour \fill be made an earl in the autumn as a special mark of Royal favor, .
