ENDOWMENT OF CHILDREN. By Telegraph.—Press Assn.—Copyright. Sydney, October 23. The Government has withdrawn the Endowment of Children Bill from the Assembly, in order to redraft it. VOTES FOR YOUNG SOLDIERS. Melbourne, October 23. The House of Representatives passed the Electoral War Time Bill, which provides votes for all soldiers over the age of 18 who served in the expeditionary forces. BETTING AND INCOME TAX. Sydney, October 23. In a test case Mr Justice Scholes decided that winnings in casual betting transactions are exempt from income taxation.
