Mr. Massey, replying, expressed sympathy with the request. It was not so easy to grant it as at first appeared, but he thought it could be provided for. If the request was granted the Dominion would gain some valuable settlers. It was css»ntial that production should be increased, especially with lower prices in prospect in the years to come and the resulting 'increased difficulty in meeting the great expenditure arising out of the war. Only the expansion of cultivation would secure that increased production.
