GERMANS AND AUSTRIANS BANNED. NEW IMMIGRATION PROPOSALS. (By Wire.—Own Correspondent.) Wellington, Last Night. The Undesirable Immigrants Extension Bill, which was introduced to-day, proposes to erect a barrier against Germans, Austrians, and disloyal and disaffected persons. The Bill is not to apply to members of the crews of vessels if they leave in their ships within one month after arrival on the coast. Every person coming to New Zealand must give to a Customs officer particulars about himself. No Germans or Austrians may enter New Zealand without the prior authority of the Attorney-General. The most interesting clause in the Bill is that which empowers the Attorney-General to prohibit any person (not being a person permanently resident in New Zealand) from landing in New Zealand if he is satisfied that such person is disaffected or disloyal or that his presence in New Zealand would be injurious to peace, order, and good government. Power is given to the AttorneyGeneral, on the authority of the Governor-General in Council, to deport persons generally coming within the above definitions, provided, in the case only of a disaffected or disloyal person, that he has not been in permanent residence in the country for at least twelve months. The rest of provides machinery for the enforcement of these main provisions. The co3t of deportation is to be paid for out of the Consolidated Fund. Penalties are prescribed for offences under the Act. Every person guilty of such an offence is liable on summary conviction before a magistrate to imprisonment for twelve months or to a fine not exceeding £IOO.
