THE WAIRAU BEAT. By Telegraph.—Press Association. Blenheim, October 21. Four candidates for Wairau so far are certain—'Messrs E. M'Callum (Liberal), the sitting member; E. H. Penny (Reform); B. J. Cook (Labor); and J. J. Corry, Mayor of Blenheim. The last named addressed a large meeting in Blenheim last night and announced himself as a progressive unallied to any party. He was a strong advocate of a State bank and closer land settlement, especially for returned soldiers. MR HUGHES AT RIVERDALE. This country, and in fact the British Empire, must study the uplifting of the masses in future, said Mr D. J. Hughes in addressing tli ß electors at Riverdale. We get our major increase in population from the worker and we penalise them all along the line lie said. "The baby bonus scheme," formulated by Sir Joseph Ward a few years ago, was sneered at and laughed to derision by those who couldn't follow a statesman's ideas. Briefly, it proposed to deposit on registration of every child's birth, the s>im of live pounds in the post office for fourteen years .at compound interest. This amount was then to be utilised for the child's future. Here you institute at once the incentive to save, flip inculcation for thrift, nnd the uplifting of the people on the bottom rung of the ladder. Once.we put out. a helping hand to the struggler and teach him to save he will become an asset to the community.
