When the Honse met to-night the Treaties of Peace Bill and the External Affairs Bill were introduced by Governor's message. The Minister for Defence explained that the Bills related to the administration of Samoa. It was not possible to hring down any ißill dealing directly with Samoa because the complete mandate has not yet arrived. The Treaties of Peace Bill enabled an Oirder-in-Couneil to be issued providing for- setting up a civil administration in Samoa. He proposed to circulate the draft Order-in-Council for the information of members. The External Affairs Bill was the corollery to the other Bill. It provided for the establishment of a Department of External Affairs to deal with {Samloa and other 'external questions which were now being dealt with by various Ministers. " T- • • THE WAR LOAN. ENFORCING OOMPOLSORY SUBSCRIPTION. Sir James Allen made a statement to the House regarding the War Loan. He said that the subscriptions received amounted to £8,000,000 out of the £10,000,000 required. Certain subscriptions hod still to be received. "It will be necessary to apply the compulsory clauses of the Finance Act," said the" Minister, "and that will be done. People who have already subscribed a part of what they should subscribe will be called upon to subscribe the other part. All those who are able to subscribe and should do so must do so. Provision has been made in the Act for 'cases of genuine hardship and it is not intended that any real hardship shall be inflicted upon anyone, but at the .same time it is intended that those who can subscribe and have failed to do so phall be compelled."
