The New York World's London correspondent learns authoritatively that twe rival plans for Home Rule will be sub mitted by Cabinet to the Home Rule Bil Committee, appointed to bring about i settlement of the Irish question. The first plan provides for fill Dominion Home Rule with complete fisca independence, but with no power to raisi nn army or create a navy. It provide; that any county can decide by plebisciti whether it wishes to remain under direc British Rule. Ireland will make a fixei annual contribution of probably £1 pe i head to Britain. ! The second plan provides for the estab lishment of two Parliaments, one fo ' Ulster's nine counties and the other fo i the rest of the country.
