BREACHES OF LIQUOR LAW. By Telegraph.-~Presa Association. Palmarston N., Oct. o. Con. O'Rorke, keeper of a Restaurant, was fined £5 and costs for allowing persons other than members of the, family or servants to consume liquor on his premises at a. time when licensed houses were closed. William Gihibofls was fined £2 for taking liquor to O'Eorke's restaurant. ' ALLEGED CONSPIRACY. WaLmate, Oct. 6. Norman Naylor, a young man, WM arrested here yesterday and ehajged with having conspired at Duijediii, on or about September 15, to procure the miscarriage of a Waimate young woman. He was remanded at court tiiis morning to the public hospital thi» afternoon, when the woman's dispositions will be taken. A Dunedin chemlut, Havne, and his assistant, Inglis, will also be present in custody. FLOODS AT OPOTIKI / Opotiki, Yesterday. The stnrm which commenced on Friday night continued yesterday, and at 3 p.m.' the wind suddenly changed to the north-east. Rain continued with a strong gale. The Waioeka and Otara rivers both overflowed their banks last njght and flooded the low-lying areas. No loss of stock is reported so far. The rain ceased this morning, and it is not likely the rivers will rise any higher. SOUTH AFRICAN WAR VETERANS Hamilton, Yesterday.. A meeting of South African war veterans decided to form an association, and passed a resolution urging the Government to extend the same privilege of placing the veterans on the land as is enjoyed by the returned soldiers. . THIS YEAR'S RHODES SCHOLAR Wellington* Yesterday. The Selection Committee has apptointeft. Mr. N. M. Richmond, of Canterbury College, as this year's Rhodes scholar. Christchurch, Last Night. Norman Macdonald Richmond, this year's Rhodes scholar, was born <m October 23, 1807. He Is the son of tin late Mr. M. W. Richmond, Professor of English and New Zealand Law at Victoria College, Wellington, until 1911, and latterly, until his death early this year, a barrister in Christchurch. Mr. N. M. Richmond, was educated at Terrace School, Wellington, and subsequently at Wellington and Nelson Colleges. He won a Junior Education Board Scholarship in 1908, and Junior University Scholarship in 1914, being fourth on the list of successful candidates. He won the Canterbury College prised in mathematics in 1915, 1916, and 1017, winning the Senior University Scholarship in applied mathematics in 1917, He is the holder of many prizes for sports, especially gymnastics, awimming, and drill. He is captain of the Canterbury College football fifteen, secretary of the College Dialetic Society, vice-president; of the Students' Association, and editor of the Canterbury College Review. Richmond served with the Ist Battery, N.Z F.A., in the war, enlisting in October, 1017, and returning in June of this year. heavyweight boxing champion ot the 37th Reinforcements in Trontham. and played for tlio Ist Battery, N.Z.FA, football team in France and Germany.
