The New York Times' Peking correspondent reports that diplomatic and financial circles believe Japan is asking for recognition of her paramount position in Manchuria and Mongolia, failing which she will refuse to ratify the peace treaty or enter the League of Nations.— Aus. N.Z. Cable Assoc. JAPAN AND AMERICA. NO CHANCE OF WAR. Received Sept. 30, 12.20 a.m. Tokio, Sept. 29. Viscount Makino, a member of the Privy Council, in a speech, said that some Americans fear a war between Japan and the United States may come. "There will never be war between the two countries. We can never entertain such an idea against America, which has done much for our country, and led us along the path toward a seat in the council of the five Great Powers."—Aus.-N.Z. Cable Assn. NAVY'S EXTENSIVE MANOEUVRES. Tokio, Sept. 27. It is announced that the navy, under the personal supervision of the Emperor, will begin extensive manoeuvres on the south-eastern coast of Japan in the middle of October.
