CONCESSIONS TO NORWAY AND PORTUGAL. By Telegraph.—Press Assn.—Copyright Received Sept. 20, 7.35 p.m. Paris, Sept. 25. The Supreme Council approved the report of the Spitsbergen Commission, giving Noiyvay political sovereignty over Spitsbergen, It also decided to grant the Portuguese Government's request to place under the sovereignty of Portugal the enclave of Kionga, which is to he separated from German East Africa.— Aus.
