The Berlin correspondent of the Daily Chronicle states that a dispute has arisen between the German and Prussian Governments respecting Upper Silesia. Both display sinister haste to grant the province home rule. The Prussian Government has already drafted a measure in much haste. It is noteworthy that, in view of the coming plebiscite in Upper Silesia, the Socialists of the province oppose the home rule proposal as a reactionary device.—Aus. •N.Z. Cable Assoc.
