The Supremo Council is discussing the situation in the Baltic provinces, created by General von do Goltz who, with his army of 100,000 has refused to withdraw. General Gough, at the end of July, handed von do Goltz Marsha) Foch's third ultimatum ordering total evacuation by the end of August and the abandonment of all material to the Allies. General Gough's visit exasperated von der Goltz, who got in a violent temper. Gough was impassive and repeated the demands. Von der Goltz finally accepted the agreement, not the least clause of which has yet been fulfilled, while his army continues to grow—Aus.-N.Z. Cable Assn, Paris, Sept. 22.
