The United Press' correspondent in fftfklo says it is reliably reported that iVlscotfnt Uehida (Foreign Minister) told the Diplomatic Council that Japan would not Buike « categorical statement regarding the time conditions of the return of Shantung. A dispatch from Tokio announces that Kijuro Sbidehara, Vice-Foreign Minister, JiM Been appointed ambassador to the United States, and Mesano Hanihara, former consul in San Francisco, has been appointed Vice-Foreign Minister.
