STRATFORD COUNTY COUNCIL
MONTHLY MEETING. The monthly meeting of the Stratford County Council was held on Saturday. Present: Councillors E. Walter (chairman), T. Coieman, J. O'Neill, T. R. Anderson, E Hancock, * J. McKay, L. Baskin, H, Worthington and VV. Were. The chairman reported that the clerk had everything In readiness to advertise the loan. He hoped that as a result of the conference the Government may decide to increase the limit of loans to local bodies. On the motion of ,Cr. McKay,* the clerk was instructed to make inquiries with monetary institutions with a view to learning whether it Is possible to borrow from them and 011 what terras. ENGINEER'S REPORT. The engineer (Mr. ,T. w Spence) reported as follows : North Riding (east).—The roads genera!!'/ are in fair order in this riding. A small slip which occurred on the Stanley Road Ims been removed, the overhanging scrub has been cut and burnt. The water tables and diverts have been cleaned out on the following roads: Beaconsficid, Stanlev Cross, Croydon Salisbury, and Midhirst township roads. GoWrai maintenance work lias also been carried out About 350 yards of boulders have been <*rush«»d at the Manganui depot and tho crushed met a! has been distributed where most required for maintenance work. 4
North Riding (west).—Tho Denbigh, Radnor, >ork, Upper Pembroke, llesan Sireet, Hunt and Mountain .Roads have been'repaired. Portions of tho metal from the Manganui depot have been run out to tho various roads for rurilier repair work. Tile formation of tho track through Mr. Cookson's propertv to the Midhirst dam 13 well ill hand. On liie Manpinui Road tho ruts liavo been tilled in with meal taken from the Croydon Road. Tlio concrete kerblng at Mldliirst is more tJian half completeU, and the work of flUiug In tho footpath to bring It to the required level is being carried out.
South Riding—About 2(1 chains of the Warwick Road have been sonified anil rolled Victoria Road from the Borough boundary to the railway crossing has been treated In a similar 1 manenr. On the lower Bird Road about 20 chains have received a light r facing Patching work has been carried out on the Mountain, Sole, and Upper Cheal Koads East Riding (Douglas) —General maintenance work has beon carried out in this riding. A set of 12-in pipes had to be placed in the Main Ohuravßoad near Strathmore owing to llio o'd culvert having fallen in. East Riding (Toko) —A considerable amount of maintenance metai lias been crushed anil delivered at various places on the several roads The Ahuroa Road has beon patched and watertabled between the broken metal portion and Mr. Phillip's gate, about 49 yards of mate.ia I being used In the work; 25 yards of gra-.c' has beon obtained from the side of the Ohm i Road at tho 4-ruilc peg, the balance (24 yards) being crushed opposite the model dairy farm. It has been found necessary owing to a fall In tho roof of the Mangachua Itoad tunue! !o Hit In a complete set of timbers, and In order to ssvo further trouble, other portions of the roof had to be attended to. A drain from the Council's cottage at Toko has been laid to tho creek. The work of connecting to the house has not yet been completed. East Riding (Hulroa) —Water tabling, metal banking and general repair work have bean carried out on tho Makuri oast and Makuri west roads. The Douglas north and Douglas south and Hulakama Roads have also received attention.
West Riding—Surface work has been carried out on the Opunake. Breckon, Brooks, Hastle, and Poto Roads, which are now in fair order The surfaceman residing In the Council's cottage on the Manaia Road advises that me rum finds it way Into the passage and requests that a verandah bo built to prevent a, recurrence of the trouble. Mangaehu Riding.—During the month general maintenance and water tabling work hits been curried out on the Mangaehu and Mangatuku Roads The present foreman who gave up the position on the 22nd of this month, has gono over most of tho roads in this riding with tho surfaceman now resident at Tututawa, to make him conversant witli the road requirements in tho .locality An old culvert on tho Tahora Road has fallen In, and Is now btfug replaced with concrete pipes.—Adopted. CORRESPONDENCE. The Waihemo County Council mote re limiting tho speed of motor cars to 25 miles an hour.—To be supported The Moa Road Board wrote urging the need for concerted action with a view to the development of hydro-electric power In these districts by the State.—The chairman said tho Board apparently favored State control against control by local bodies Under the proposal the State would take over the New Plymouth scheme which it had been stated was adequate to the needs of Taranakl. • The sooner the Government took control the bettor, provided it was prepared to develop the scheme up to Taranaki's requirements. On tin motion of Or Hancock, seconded by Cr. Coleman, it was decided to support tho Moa Road Board's proposal. The Railway Department wrote drawing at. tention to the bad state of the fonce between the rlglvt of way leased by the Council from the Department, giving access from Denbigh Road to the Mangangul stream and Rumiec creel:, Midhirst.—Work to be done. The State Advances Office wrote relative to a regulation under which any loan may he made payable to the local authority by Instalments. Tho executive of the Taranakl Bowling Centre wrote asking the Council to appoint a delegate to the conference called for the~2sf.ii. to discuss the universal Saturday half-holiday proposal.—«Cr. Were moved that the letter lie on -the table—Carried. The Stratford Railway League wrote thanking the Council for Its donation of £1 Is, and asking it to appoint a representative on tho League.—Cr. Hancock was appointed. RANGER'S REPORT. The ranger reported that the roads had been fairly free of cattle during the month. Some bullocks on tho Hastings and Waihapa Roads had been Impounded, and proceedings were being taken against settlers and a dealer who objected to pay poundage fees. It was decided that all unmetalled portions of roads in the west riding be included in the loan proposals. Cr. O'Neill said that at a meeting of ratepayers a resolution was, passed recommending the Council to re-grade and tar-seal the Cllmie Road, 1 In 10. He moved that, the recommendation be given effect fo. was asked to report on the advisability of metalling a few chains of Gambler Road. Cr. Baskin referred to a dangerous hole at Midhirst, and urged that it should be filled.— No action was taken. On the motion of Cr. Hancock the engineer was instructed to have the Brookes Road put iu order from Brecon Road eastward. A petition from six settlers on the Toko Road was received asking that their names be deleted from the Waihapa Road bridge petition as they had signed under a misunderstanding. Three of thorn waited on the Council and explained the position.—lt was res.olved that the request bo acceded to. Messrs. Bretherton and Pitt waited on the Council in reference to the Manawalwirl Road to which they desired tho Council would provide access.—After dißcussion It was resolved that the sum of £SO be transferred from the Esk Road bridge for the work. Mr. Anderson also waited on the Council with the object of having some work done on the Cross Road, Midhirst —Work to be done, Mr. Anderson to provide the labor for which payment will not be made till after March next.
