With reference torfie remarks of the Rev.' J. J. North at the meeting of the Council of Churches last night in regard to the use of the totallsator at the recent trotting meeting in honor of Lord lallicoe, Mr. G. W. Russell, ex-Minister for Internal Affairs, to-day made the following statement: Mr. North is not correct In his allegations. The law has not been flouted as alleged, and everything done was strictly according to 1-w: (1) Only six months permits have boen allocated and Issued, not those for the whole year; (2) Two clubs, Murchison and Tapanui, have surrendered their permits for the year, ajid those have not been allocated, consequently on both grounds a permit was available for the Jellicoe meetlns: (3) Before leaving office, I Indicated to the racing people that I was not prepared this session to bring down legislation either to mcreMe the number of permits or to legalise the double totallsator. I may add it Is a Minister's duty to administer the law. There being no legal objection to the meeting referred to, I had no reason in law for reiS j a ant l would not have been justified in doing bo on personal grounds. REV. NORTH'S REPLY. Christchurch, Last Night. Having seen the Hou. Russell's statement regarding the Jellicoe trotting meeting the Bev J. J. North, to-night, said that for puDllo reasons he was now glad to learn from Mr. Russell that the permit for the Jellicoe trotting meeting was legal, aad he withdrew unreservedly his comments on the affair and admitted that Mr. Russell's action was legally correct. Rev. North said that 1. Mr. Rusaell had stated when the permit was Issued that the Government had surplus permits on hand no criticism could have been uttered. EGMONT RACING CLUB.
