SYSTEMATIC TORTURING. London, Aug. 12. | Reuter's correspondent at Budapest reports that refugee political leaders are hastening back to Hungary. Sensational stories of the maltreatment of the bpurgeoiae under the Bela Kun regime show that torture chambers were fitted up in the vaults of the Parliament Buildings. The favorite method of torture was to s|iow the victims dismembered parts of a body, like arms, legs, noses, an<l eyes, and offer them a chance of saving their lives if they confessed or paid large sums. The corpses of the murdered were collected at night time in carts and thrown into the Danube, heavily weighted with stones. The torturers were arrested, and confessed their crimes. One hunchback admitted tiiat he had been instrumental in killing over 500 people. Another man had a number of blank execution warrants for political suspects.
