'■ TN PURSUANCE of the powers and provisions contained in "The Cicntiet Act, 1908," "The Counties Amendment i Act, 1915," and of. an Grdar-ia-Comeil ; made by His Bsisllency the Governor of tlie Dominion of New Zetland «a the loth day of /Tavember, 1915, under Section 5 of "The .Counties Amendment Act, 1915," and published in the New Zealand Gaxetie of the 18th of November, 1915, ai: page 3825, and of all and every other the powers and provisions '::: that behalf contained or implied in any Statuis enabling it in that behalf the Council o£ the County of Taraaaki, by Speeiai Order, doth hereby male} and ordain i:!t following By-law, to be called !'The Tarar.aki County Vehicles Licensing By-Law, 1919," which By-law shall come into force on *»he Ist day of October, 1919. .(1) In thia By-law "vehicle" means and includes any conveyance ytpon or with wheels whatever its modo of construction, but does not include & Bicycle, Handcart or Wheelbarrow. (2) This By-law shall apply only to vehicles which, at the time they use a road within the County, are owned, driv.en, ridden, controlled, managed or/propelled by a person whose usual place of residence or abode is situated within the area which comprises the following Boroughs, Counties, Road Districts and Town Districts, viz:~ The Borough of New Plymouth The Borough of Waitara The Borough of Inglewood The Borough of Stratford The Borough of Eltham The Borough of Hawera The County of Taranaki The County of Clifton The County of Stratford The County of tigmont The County of Eltham The County of Whangamoniona The County of Hawera The County of Waimate The Moa Road District The Opunake Town District The Manaia Town District The Normanby Town District The Kaponga Town District (3) On every vehicle to which this Bylaw applies, there shall be paid to the County fund a license fee. Provided, however, that no license fee shall be payable under this By-law in respect of any vehicle which is licensed under any By-law of the said County relating to "heavy traffic," or is licensed under Part vii of the By-laws of the said County relating to the licensing of vehicles plying for hire. (4) No person shall use any vehicle to which this By-law applies upon any road within the County unless Buch vehicle be licensed as provided by this By-laW. (5) The license fees appointed to be paid for the licensing of vehicles under this By-law shall be as fol-
