MONTHLY MEETING The monthly meeting 1 of Hie Taranok! Education Board was held yesterday, there behiK present: Messrs 11. Masters (chairman), H. Trimble, P. J. 11. White, 11. ,T. Eaves, and 11. H. firayling. Leave of absence was grunted to Mr S. G. Smith, M.P. TEMPORARY APPOINTMENTS. Tlio chairman reported having mads the following temporary appointments during the month:—Okaiawa, head teacher, Miss Jeffries; Okaiawa, Ist assistant. Miss Grant; Okaiawa, 2nd assistant, Miss L. Laurent; Opunake, mslstant, Miss A, Fleming; Hawera, 2nd assistant, Mrs Anderson; Hawera, 7th assistant, Miss L. I'rideaux; Hawera, 10th assistant, Miss S. Sole; Hillsborough, assistant, Miss L, Luurent. LEAVE OP ABSENCE. Leave of absence was granted to the following teachers:—Mrs Wilkes, Vogeltown (10 days); Mrs (i. t'artwrlght, Fukearuhe (one week); Mr T. limes, Okaiawa (10 days); Miss .1. Merron, Waltara (one week); Miss C. McCarthy, Hillsborough (two weeks); Mr ,T. Balllie, Otakeho (11 months from 31st March, 11)20, to visit England); Mr A. Huse, Tarurutangl, to attend November examinations. RESIGNATIONS, The following resignations were accepted:— Miss Longley, sole teacher, Pikor Mrs H. Hllder, mistress, Denbigh; Miss E. M. Clarke, sole teacher, Urutl; Mlas M. Molr, assistant, Hulroa; Miss I. Bullot, assistant, office staff. It was decided to appoint Miss H. Andrews, a fourth year student at the New Plymouth Technical . College, .to, the position rendered vacant by the resignation of Miss Bullot. APPOINTMENTS RECOMMENDED. The Teachers' Selection Committee, after consultation with the Senior Inspector, recommended the following appointments:—Hawera, 2nd assistant (Infant mistress), Mrs B. Anderson; Hawera, 10th assistant, Mrs H. Hllder; Kapunl, assistant, appointment to ho left in the hands of the chairman; Opunake, 2nd assistant, Miss Janet McLean; Tokaora, assistant, Miss Margaret Thompson; Douglas, assistant, Mrs M. L. Burch; Koi'U, solo teacher, MiBS E. M. Clarke. The report was adoptod. ORGANISING TEACHERS. The Teachers' Selection Committee, also recommended that following appointments be submitted to the Hon. Minister of Education for approval as organising teachers:—Awaklno, Mr Chas. A. McKlnney; Taumaranul, Mr H. Instill; Opunake, Mr O. J. Howarth; Stratford, Mr W. A. Curtels.
These being the first appointments under the scheme, the committee state that the organisers must bo prepared to take up duties In any district to which the Board decides to trasfer them.—Adopted. FINANCE COMMITTEE. Tho Finance Committee recommended as-fol-lows : That tho matter of purchasing supnloii'cntary readers as recommended by tho Senior Inspector, bo left In the hands of Mr White with power to net; that tho science apparatus and chemicals required at the New Plymouth Technical College bo obtained; that Messrs McLeod and Slado's tender for paper folding and carton work be accepted. Tho report was adopted. RESERVES COMMITTEE. Tho Reserves Committee made the following recommendations : That tho offer of Messrs Johnson Bros, for a lenso of S 52, Block X, Waltara, for a term of 10 years at £1 per acre per annum be accepted. That the Board consent to the transfer of tho lease of S 10, Block VIII, Walmato, to Mr S Thrush. An application was roceived for the transfer of the lease of S 17, Block XII, Omona, to Mr O. D, Darbyshlre, It was resolved that tho lessee be Informed that tho Board regrets that it cannot consent, to the transfer, hut will accept the surrender of tho lease. . That the matter relating to the conditions o ? tho new lease of S 13, Block VI, Egraont, granted to Mr T. Molloy, be referred to Mr Pascoe for a report. That the question of clearing tho Waltn.i.nga School Reserve ho held over for the present, and the Waltaanga Committee bo informed accordingly. The report was adopted.
MANUAL AND TECHNICAL COMMITTEE. The Manual and Technical Committee recommended that the arrangements made for the conveyance of children from Waltara and Intermediate places to the New Plymouth Technical Colloge nt a cost to the Board of £0 per week, be agreed to; and also that the arrangement for carrying oh classes at Inglewonrt during the curtailed railway service bo confirmed it was resolved to Inform the Hawcra Technical Advisory Committeo that the Board considers it la not in tho best interest of Education that a separate Board of Managers be ap. pointed for their Technical High School but that the Board will always he clad to have the assistance of their Advisory Committee K was recommended thnt the director of the Xew Plymouth Technical School be requested to report on tho' positions and salaries of Instructors of classes in the schools and classes under his control, and that the committee appointed to deal with the question of salaries confer with the director before the next meeting of the Board.—Adopted. TRUANT OFFICER'S REPORT. The truant officer (Mr 0. Pascoe) reported having sent out (16 irregular attendances notices to parents of children attending primary schools, and having visited tho following schools:—Opnnake, Mangahnme, Te Klrl, Awaluna, Riverlea, Auroa. Otakeho, Oeo, Oaonul, Pukengahu, Bird, Norfolk,. Mldhlrst, Korito, Albert, Ongartie and Eltham Convent. Except where absent through sickness or bad weather, the attendance was satisfactory. Relurns from schools report a good deal of slckiwss In tlic form of severe colds. No attendance returns were received for tho month of July from the following schools: Acklatid, Egmoot Village, Frankley, Hurimoann, Kapunl, l.epperton. Mangamlngi, Mahlraitau. Maroo, Jtalioe, Mntlcro, Newall, Oeo, Oknhulrura, Oltato, Oliura, Pukearuhe, Poliokura, Rataplko, Tatn and Tahora .Technical Evening Claajes.-iThero has been an Improvement in the attendance of these classes in Hawera, Stratford and New Plymonth. Twenty-five Irregular attendance notices have been sent to parents warning them of their boy's bad attendance at these classes. Ttie report was adopted.
WAIRERE AND TJPPEn OHURA VAILEY. Tho following report, by the truant offlceT In regard to proposed sites for tho above schools, was approved. The report stated, inter alia: By ciKiulrics, and by travelling over roads and tracks which would be used by the children to attend school, I found the following conditions: At Wairere there would he nine children of school ago within 1% miles, three within :iV 2 miles nn good road, three about 4 miles on a bad road and tbme 4% piles on a bad track. One parent Is prepared to send four children to Wairere or three to Upper Ohura Valley Ido not consider that five children on the Upper Ohura petition could attend school during (he winter months owing ?u tho bad roads and tracks. The school site nt Wairere is not good, It being too near the river and would be dangerous to young children, unless fenced off. I recommend tho original locality as the better place to erect the school to serve the surrounding district. OVERSEER'S REPORT. The overseer (Mr C. H. Moore) reported as follows : New Work—Okalawa:—Tho new school is cmunlctcd and ready for occupation. The new additions to tho residence are also' completed. Kapongi'..--We have started tho additional class-room. This school is gradually and permanently Increasing in attendance, and it will in the- near future bo necessary to further increase tho accommodation, advisedly in tho direction of a detached Infant school; tlie present, structure is unsuitable for any further additions owing 10 the general design of the building. Klna.- Tills work has been attended to and the class-room Is greatly improved by tho extra lighting and painting work. Open Air Shelter, Elthani—Wo have also started this work but have bad to take the men away and concentrate on the Kaponga additions.
Repairs,—Oacmil'.—General pointing repairs to the school and residence are receiving attention, including the inside of tlio school. Rr.liotu— At the request nf the committee I visited this school mid my attention was drawn. to the draughty state of the class-room, owing to unseasoned timber being used in the building. I recommend covering the lining Inside up to six feet high, with beaver board; tins will get over the trouble. The school Is high up towards the mountain and iho climate i 3 severe at times. Korito and Albert.—Two i-ew tanks were erected at both these schools. Oakura.—lmprovements to the ventilation have received attention and the platforms removed mid walls mnde good West End.—A unique radiator has been installed in one of the class-rooms.
In a supplementary report the overseer stated as follows:

fencing required and I would recommend this being, done by the Board. Knupuha.—l visited this school and went Irto the Question of Improving the surface drainage around the school. Concrete paths and water-table would be the best solution, but owing to cost the committee are unable to entertain this. The next best plan will bo to metal the pathway from a gravel pit In the vicinity and I would recommend the Board pay £0 towards the cost, estimated to be £l2. The school Is situated on sloping ground and a. considerable amount of scour'.ng takes place around the school building. Te Klrl.—l Inspected the general drainage around the school and residence. Tho whole place Is low and I would recommend the local body be asked to put an open drain along the frontage of both the school and residence to prevent the surface water Sowing on to this part of the school property as at present. It will be necessary to renew the bath at the residence and also relay the drain from same. Plans —As instructed, amended plans for the imposed new Technical High School at Hawera were sent to the Hawera Committee for tbelr consideration. The report was adopted.. GENERAL. The Senior Inspector was asked to report on the matter of additions to the Kapongn, Seh<M, After hearing tho report of Messrs Trimble and White, who were appointed to enquire into complaints made with reference to tho teacher in Tututawa, It was decided to dispose with the teireher's services, three months' notice of the same being given. It was decided to make a grant of £l4 towards the cost of erecting a shelter shed. It was decided to urge the Department to grant house allowance In lieu of the school residence at Durham Road, and that the Department be Informed that under the prevailing conditions tho Board has no Intention S! applying for a new. sohool residence, Tho following matters were referred to the overseer: Sundry repairs at Tarlkl; supply of cement for concreting paths round the residence and the floor of the shelter shed at Ononul: supply of drainage pipes to Hulroa. It was decided to make application to the Department for a grant towards copper and tubs at tho Hulrangl residence. It was decided to Inform the Stratford Committee that the Board would assist In any efforts to Improve facilities for tho conveyance to school of children affected by the restricted railway service. The application for the ra-openlng of the Optta School wan referred to the Senior Inspector to report upon. It was decided that the application for a now school on Hie TJppor Hastings lload could not be entertained on account of the proximity of the proposed site to tho Mahoe School, and that no child concerned In the application had at present to travel more than three milts to school. It was decided to Inform the Ohura Commute that vouchers In connection with the committee's accounts must bo forwarded to the Board without delay In order that the books may be correctly audited. It was decided that a copy of the letter received from the Kent Road Committee be forwarded to the teacher with a request for an explanation. Messrs Masters and Eaves were appointed to select tho site for the proposed Technical High School at Hawera. The following appointments on school committees wero confirmed:—Raupaha, Mr J. E .lamleson; Itahotu, Messrs W. 5. WasWO end H. G. Clarke; West End, Mr W. H. Browne; Puniho, Messrs S. Wells, C. Corbett and B. Bell; Rataplko, Mr 3. Jacobsen. Accounts amounting to £B3BB Os 104 were passed for payment.
