Speaking at Portland, Oregon, Mr. Daniels claimed that the mine barrage in the North Sea was laid largely by the American Navy. The Allies were at first fearful whether it was possible to lay a barrage, but President Wilson called a special confetencc of the naval heads and suggested that the utmost should be done to destroy the submarine menace.—Aus.N.Z.
