THE UNCHASTENED HUN.

HUNGRY FOR REVENGE. Ia an address in America that throbbed with fervid sentiment of a patriotic Frenchman, and scintillated with bright witticisms, charQateristic of hif race, Lieutenant Paul Balbaud, who was an attache of Marshal Foch'tf France, told of liis experiences with the French army. The officer has teen touring the North American Continent, and when in the West he obtained much attention by his warning that the Allied should watch the Boche with keen eyes. ''Peace has been signed," he said, "but watch the Boche carefully. I was on the Rhine, and as a member of Marshal Foch's staff had every facility provided for me to learn what was going on. I spoke with German officers, privates, wovlringmen, and the bourgeoise classes. They all had the same story after the armistice. They said.* "We were riot beaten. We were stabbed in the back by tne Wait ten years, and we will have our revenge.' Here is the Boche mind. He is not sorry for the horrid mess he has made of the world—the horrid crimes he has committed. I would remind them of this, but they would reply: "But this is war. After all you treat us so gently it proves that we were not beaten. Because if we were beaten you would treat us as we would treat you had we won. This is proof that we are not beaten,' I fought for four and a-half years with the idea that we were going to finish armaments. It is not finished. Watch -history. Watch twenty years from now i{ we t don't leave this thing to be done as Marshal Foch would have done it, for he is the man who understands the Boche mind." This statement was received by Jha audience with sympathetic applause.
