He vigorously defended the Ministry of Munitions, and said it was not Ludendorfl's view that our provision for supplying higher explosives was excessive. The national factories, which were now described as wasteful and white elephants, crushed the life out of the German army. The Ministry's headquarters staff was 25,144 at the armistice, 13,844 at the end of July, and would be 9800 by the middle of October.
The terms were now fixed for settling 3QVWO outstanding contracts with a State liability of £347,000,000, under which the liability was reduced to £100,000,000. The Disposal Board had sold £80,000,000 worth of property, and also realised £105,000,000 on the trading account, the board realising £2,000,000 weekly.
