There are no changes in the political, military, naval, or air terms as presented on the 20th Jul}'. There are slight economic concessions. The reparation section affirms the responsibilty of Austria and her allies for the war damage, but the Entente recognises Austria's ability to pay is reduced by the other provisions of the treaty. TWb will be taken into account by the interAllied Reparation Commission, which, without delay, will fix Austria's contribution until May, 1921, and also later assess the amount of the full debt dischargeable within thirty years thereafter. A new clause affecting the proposed union with Germany says that Austria's independence is inalienable. Until the League of Nation consents Austria undertakes to abstain from participating in the affairs of another nation.—Aus.N.Z. Cable Assn.
