TO PAY PRE-WAR DEBT. ! By Telegraph.—Prc«s Assn—Copyright. Paris, Aug. 20. | The reply of the Peace Conference to Austria declares that Austria's pre-war ' debt and war expenses shall be borne pro rata by Austria and the countries that were lately Austrian, but Austria alone shall make reparation.
