BIG AND DEFINITE.

LAttGER COMMONWEALTH NAVY. LORD JELLTOOE'S REPORT. By Tel«Braph.—Press Assn.—Cojjyrleht. Melbourne, "Aug. 19. It is understood that a copy of Lord Jellicoe's report was placed in Mr. Watt's hands before the Admiral left for New Zealand. ,

There is little doubt that Lord Jellioon' lindiiigs are hijr and definite. It is practically certain that he will recommend more and bigger naval bases than at present exist. It, is also believed that he urges the necessity of Australia having at least one first-class battleship.

Amongst other question* discussed Would be the question of naval organisation, imder which it is hoped to link Australia with New Zealand, Canada, India, and perhaps South Africa, in a comprehensive scheme for the defence of the Pacific and Indian Oceans.
