TARANAKI EDUCATION BOARD.

, JIOXTULY MEETING. Tho monthly meeting of tho Taranakl Education Board was held yesterday, there being present: Messrs 11. Masters (chairman), H. j Trimble, S. C. Smith, M.l'., P. ,1. H. White, H. .1. Haves, C. A. Wilkinson, M.P., 11, 11. Grayling. Leave of absence was granted to Mr. T. Buchanan, OVERSEER'S REPORT. The overseer (Mr C. 11. Moore) reported that the Okainwa new school was completed with the exception of tile plumbing work. The Department had made a grant. for improvement to the residence, and they were being carried out while the Hoard's staff wero on the spot. The new additions at Leppcrton wero | almost completed; the room had been occupied for some weeks. Repairs to tho liiglowood and .Waitaru residences were in coune of being carried out, and repairs to the Wal-. oiifrona School had received attention. Plans and applications have been forwarded to the Department for nine new residences, besides, improvements to several others. A considerable amount of work has been done In connection will) tho Stratford and Hawera Technical nigh' Schools. The Technical superintendent has forwarded a plan for Hawera, showing the accommodation greatly curtailed at present. This plan has been forwarded unofficially for comments and any suggestions. Plans have been prepared and implications made for further additions to tho Inglewoood School. General.— I The department have made a grant for a new school at Arawhata; we lost tho chance of getting the timber cut out from tho mill during last summer, and It will cost more for carting. I have forwarded the timber order. The work authorised at Klna was being attended to and the overseer hoped to be able to go with the Arawhata. work and Oaonul School general repairs whilst in that part of the district. Labor.—The overseer said lie Was still having trouble to get competent labor for country work, owing to tile great amount of work going on throughout Taranakl, at the same t(me sufficient material could not be obtained If all the men required for the work on hand could bo secured. The overseer also submitted tho following supplementary report Itanotu— As instructed I have gone Into the matter of alterations and improvements to the Raliotu residence, and recommend .making application to the Department for a new residence. The present place has been added to-at different times and is low in stud and more or less worin-calen and would not warrant the expenditure necessary to make proper accommodation. Vogeltown Temporary School,—l would respectfully draw attention to the occupation of the Sunday School as a temporary school. The Board agreed to build a lean-to shed to act as a shelter-shed and to store tile Sunday school seats. Eventually a floor was put in and the place used for extra classroom. The school trustees have flic right to buy the material only, or otherwise tho Board may remove this addition and inaiic good. In view of the Sunday School being used for so long for primary school purposes, I recommend for the Board's favorable consideration tho handing over tile whole of tile building.-, erected by tile Board free, with the exception,of one out-office and the partly finished shelter-shed, the material from this shed being required for a wood shed by tho Vogeitown School Committee. It was decided to Inform the Trustees of the Vogeitown Sunday School tlmt the Board would band over tho buildings erected bv tho Board at tho Sunday School, with the exception of the out-olScq and the partly Bnishcd sheltershed. It was also decided that plans be prepared and an application made for a grant for a new residence at Raliotu. A special report was submitted on the condition of tho school residences nnd on the recommendation of the overseer it was decided to ask for grants for improvements and additions to 34 residences under the Board's jurisdiction. MANUAL AND TECHNICAL COMMITTEE REPORT. The Manual and Technical Committee reported recommmendlng that Mrs Matior bo appointed assistant commercial instructor at Hawera; that Messrs Tyrcr and Gray report on tlie practicability of establishing secondary and technical clnsse-i at, Kltham, to be conducted by instructors from their schools for children who are unable to attend tho Stratford and Hawera schools owing to tho raiiwav service curtailment; that the Hawera Technical High School Comniltteo be informed that the Board is making every effort to facilitate the erection of their school, and that the Bourd has given full consideration to the alterations 3Ugr.'.'Stcd to tho plan's; that the Stratford School Committco's Association lie informed that the Board is making every effort to facilitate the erection of their new school. In regard to the recouiniendatton as to establishing secondary and technical classes at Kltham, Mr Wilkinson said lie hoped something would be done at once. lie thought the matter of getting reports as suggested would unduly delay matters. There was a building standing idle and lie thought if somotlilng could be done immediately It would he in the Interests of the children. It was. decided that, the matter of .establishing classes at Elthain lie referred to Messrs Masters and Trimble, Willi power to act' Mr Smith referred to the altitude of the Hawera Technical Commmittce, behind which there seemed to be something that was not made, clear, After all the Board ,iud done to facilitate educational matters In the Hawera district, . and particularly in regard to the Technical .IJigli School, he thought they had no reason to ask the Board to facilitate the erection of 'their school. Mr Masters endorsed Mr Smith's remark? in regard to Hawera. He thought there were some people In Hawera who always had a grievance. The B'-wM had done its utmost to promote educational facilities in Hawera, and ho thought those who were responsible for tho agitation did not recognise what the Board bad done. Mr Wilkinson said lie endorsed what the chairmr.n had said. Tho Board had met the Hawera people and had succeeded in getting done for them what they had been trying for years to . get the Wanganiil Board to do for them and had been unable. He did not think the people of Hawera would endorse the sentiments expressed by the Technical School Committee. Mr Eaves also supported the previous speakers, though he thought, the committee had said what it had through over eagerness to get on with the school. Tile report was then adopted. TRUANT OFFICER'S REPORT. The truant officer (Mr ,1. Pascoe) reported he had sent out 72 notices for irregular attendance to parents of children attending prim* ary schools. During the month he visited Koru, Omatu, Mokoia, Oliangi, Mere Mere, Norinanby, Lower and Upper- Mangorei, Carrlngton, Franliley, Westown, Dudley, Durham, York and Ratapiko schools. The attendances were good, although severe colds were prevalent. The following schools sent in no returns for June: tiapuui, Marco, Matters, Okiihultura Plko, Tatu, Tarurutiinsl, Denbigh, Dudley and Fitzroy. Technical Night Classes—During the month 39 notices for irregular attendance were sent out to parents of boys attending night classes at New Plymouth, Stratford, Elthain and Hawera. Visits had been paid to those schools and the attendances were not too satisfactory During the show and peace weeks the attendance was bad. TEMPORARY APPOINTMENTS. It was decided to inform the Mata committee that the Board would subsidise the erection of a new shelter shed, for the girls, on the basis of £2 for £1 up to £l3 13s 4d. Permission was to Mr Innes to erect a motor shed at his own cost, with the right of, removal. ! A grant of £2 15s Cd was made to the Walongona committee for grubbing and burning the , old hedge. Matters affecting tho following school buildings, etc., wore referred to tho overseerPitaroy, Mata, Eilhnm, and Okalawa. It wits decided that the Eltham committee be informed that the Board would undertake the erecting of an open-air class-room. It was agreed to pay £ for £ up to £5 towards the cost of installing electric light at the Waltara School residence. The complaint mentioned by the Klore committee and teacher wero referred to the over-1 seer to report upon. A letter from Mr. B. White with reference to the alterations of the Lower Mangorel School district and the removal of the school to a new site, was received and the matter referred to Messrs Grayling, White and Trimble to report upon. It was decided that in view of the Department's refusal to provide a grant for the balance of the amount required for the purchase of the proposed additional land for the Okalawa School, the committee be Informed that the Board suggest the balance required might bo obtained by means of voluntary contributions, and Departmental Bubsidy, and that the matter be referred to Mr Eaves. It was also docided that in view of the Bpe-. clal circumstances obtaining on account of the restricted railway service tho Board would refund the actual boarding expenses of junior teachers and probationers incurred in order to attend criticism lessons. It was decided to inform the Tarnnakl School Committee's Association that the Board was in sympathy with the resolutions passed at the recent annual conference of the Association, and that the resolutions would be duly forwarded to the Education Department. It was also decided that the Taranaki School Committee's Association's resolutions, with reference to the desirability of not employing any boy under the age of fourteen years, unless such boy has a proficiency or a competency certificate, be forwarded to tho Taranakl Jockey Club, with Board's endorsement. It was decided to inform tho Norfblk Committee that their letter embodying a resolution protesting against tho present method of ftppointing teachers in the middle of the year be received and that the suggestion was impracticable. It wns decided to endorse tho Wa&ganul Board's resolution that some appropriate Peace memento should be provided by the Department . for the school children of the Dotnlnloo, to commemorate the victory of the Allies ia the great WftT. Reports were made by tho senior inspector on necessary alteration at and Tali or a, and by a npeclal committee on the question of a site for a teacher's residence at Car* rington Road. It was decided to prepare plans and apply for a grant for the erection of addition! to the Tahora School. The report in regard to the site for the Carrlngton residence suggested that a site of two acres adjoining the school on the north side should be acquired by the Department under the Public Works Act. The committee appointed to consider the matter of the proposed change of site for the Up- i per Mangorel School recOmmemnded that the site suggested by the coaimittee, subject to the Department making a grant to cover the balance of the purchase money, should be acquired. Thoy also recommended that application be made for permission to sell the present school site.—The report was adopted. It was decided to prepare plans and apply for a grant far the erection of a separate infants' room at Manala. The overseer was instructed to Improve tho lighting in the middle portion of the building \u tiie Manala School. It was decided to telegraph to the Department tirgiug tho necessity of sanctioning grants for additions to the Oeo and Pihama schools. Accounts amounting to £7470 were passed for payment.
