A White Book has been published containing all the documents relating to the collapse of the German army during the' ninety days preceding the armistice. The Kaiser's council on August'l4 inaugurated the downfall, as Ludendorff, who previously claimed he could secure victory, was certain then—and admitted it—that it was impossible to win.' The Kaiser decided to approach the Allies directly the Germans scored another success. Unfortunately, by October 1 Ludendorff declared that the army could (lot defer peace overtures for forty-eight hours, as a break-through might occur at any moment.—Aus.-N.Z. Cable Assn.
