Serr'Klote, Minister of Finance, has informed the Peace Committee of the Cnsmler of Deputies that the total owing by Germany, including the cost of the war, was 'over a thousand milliards of francs, implying, with live per centinterest during 75 years, the liquidation Of nearlv two thousand milliards of francs. The Allies thought Germany's resources would make that payment impossible, but had not declared Germany's inability tor pay the cost of the war and tbr principal dc'jt established by the tnfctjr, under which the Germans must Mf pennons, allowances, and reparafsns'.
