NAVAL EXPANSION NECESSARY, THE EX-KAISER'S TRIAL TRIBUNAL, By Telemiih.T-Prws Assn.—Copyrlsht. Received July 31, 12.15 a.m. New York, July 25. The New York Times' Tokio correspondent reports that Viscount Kato, in a speech, declared that lie doubted if the League of Nations would result in the reduction of armaments. He said he believed the expansion of the Japanese navy waß necessary for the protection of the interests of the Japanese Empire. The same correspondent reports that a movement has started at Fukushima against Japan taking any part in the trial of the ex-Kaiser before an international tribunal. It is feared that if Japan is represented on the trial tribunal it would have a bad influence on the Japanese people.—Aus.-N.Z, Cable Assn,
