NEW REGLUATIONS FOR PAS SENGERS. Wellington, July 28. Now regulations issued by tb* Railway Department provide that from August 1 every person desirous of travelling by railway beyond the limits of a suburban area will require to satisfy a railway officer that the journey is imperative and being undertaken lor essential business reasons, the bona fides of which the railway officer shall determine.
