DEFENCE QUESTION.

DRASTIC ORDERS. (From Our Own Correspondent.) Wellington, July 24. The orders just issued by Defence Headquarters dealing vHth the organisation of the Staff Corps and Royal New Zealand Artillery are drastic in their intention and effect. They represent ,thc policy laid down by the General Officer in Charge of Administration', BrigadierGeneral G. S. Richardson, who evidently is determined to set.a new standard of efficiency for the military forces of ,the Dominion. ' Many offices created during the war are abolished from the end of this month These include most of the directors, deputy directors, and assistant 'directors who have multiplied since 1014. .Some very comfortable military billets disappear. The departments of the Adju-tant-General and Quartermaster-General are abolished at General Headquarters, and District Headquarters and the branches that take their places are brought under .the control of the General Officer in Charge of Administration. The explanatory memorandum issued with the new orders makes it clear that there is going to be no place for armchair officers on the New Zealand Staff either at headquarters or in districts. All staff officers are to be required to work among troops, to maintain a high state of efficiency, and to Undergo periodical refresher courses of instruction. The available staff positions are not ,to be regarded as belonging to members of the present Staff Corps. The memorandum states that there are not enough qualified officers to fill existing vacancies knd that forty or fifty Territorial officers with war experience are going to be selected for admission to the Staff Corps. This means a very large influx of new blood, since the strength of the Staff Corps is only about 120. The reconstructed Staff Corps will contain the pick of New Zealand's officers. An appointment list issued to-night deals with Staff Corps officers. Several officers are appointed to the rank that they have held temporarily. Other offi. cers, a larger numbej, lose their temporary rank and revert to their original rank or an intermediate rank. Applications from returned and returning officers who wish to join the Staff Corps were invited some time ago, and some hundreds have 'been received.
