Mr. Cbtunberlain said tjpat nothing in tfce Bill committed the Honse to Imperial Siference in mandatory territories, et-e -was no intention of doing anyinconsistent with the mandates. Tile Bill merely empowered the Government to apply preference by Order-in-Obtottcil, which could be rejected by either House. There was no intention of securing selfish advantage or acting contrary the spirit of the League of Nations.
