SIR JAMES ALLEN'S VIEWS. By Telegraph.—Press Association. Wellington, Last Night. With reference to the cable from New York Btating that a scheme for a Inderal Parliament for the British Empire had to be submitted to the British Mouse of Commons, Sir James Allen said to-day that he did not think a Parliament of Empire was practicable at present. At any rate, he did not .think an Empire Parliament was practicable with a power of taxation over all parts of the Empire, as seemed to he proposed'. He did not think any Dominion would give up its right to impose its own taxation. What he believed was possible was a Council of Empire, which could allocate to every constituent portion of the Empire its Bhare of the necessary moneys reqiiired for such Imperial expenditure as must always he under Imperial control—de-. fence and diplomatic service for Instance. He did not think it would be possible at present to have an Empire fiscal policy. That might come one day, ljut (ie did not think we were ripe for it yet.
