What ought not to have been said of the violation of Belgium, of the annexations in the East, and of tbV violent treaty of Brert-Litovsk? The people has given its governors full fling. We cherished full confidence in our strength. Every time we -won a defensive battle we never tired of shouting our victory. The sure aim of our longrange guns was good enough for us as the grounds of appreciations on the international situation. The whole mass of the nation marched step by step with Ludendorff."
