The Times, discussing the Japanese attitude to China, regrets the Chinese Government's aloofness from the Peace Treaty, and interprets China's temper as due to apprehension and fears of the looseness of the powers given to Japan, whidh leave China at the mercy of Japan. , The Washington correspondent of the times describes the bitterness in America regarding the Shantung agreement and the formation of a strong feeling to make America the special protectors of China.
