As an eleventh-hour compromise to meet President Wilson's views the Kaiser's indictment will be limited to the violation of Belgium and Luxemourg so as to avoid a capital sentence. It excludes serious crimes. As in other cases France is cooling on the question and America never desired the Kaiser's prosecution. Some leading papers are discontented at the insufficiently comprehensive indictment, others because it will make William a martyr and create a Hohenlollern legend.—Aus.-N.Z. The Dutch are not excited at the demand for the Kaiser's surrender. Some consider that Mr. Lloyd George is merely bidding for popularity.
