QERMANS LEAVE LIBAU. BAZIftG. MONUMENT, By Telegraph.—Press Assn.-Conyr'ght. Received July 2, 7.20 p.m. Copenhagen, June 27. By order of General Gough the German troops have left Libau and th« Ministry formerly in power" has been reinstated. The local authorities have arranged for a solemn ceremony of razing the monument of Wilhelm 11, erected in 1915 on the occasion of the capture of Libau by the Germans. The proceedings will be marked by a great demonstration jf joy.
