The Council of Tout signod an agreensent to pay Belgium a priority indemnity of one hundred millions sterling from the first reparation received from Germany. The Turks have handed a note to .the Council of Ten. It is an amazing document, containing the startling statement that Turkey insists on complete unity and independence as before the War.
