THE OBNOXIOUS BY-LAW.
FURTHER CONDEMNATION. A discussion took place at tie meeting of the Stratford County Council on Saturday on the Taranaki County Council's new by-law proposal. A letter was received from the New Plymouth Borough Council, asking the Stratford County Council to appoint delegates to attend the conference to be held in New Plymouth on July 7. The chairman said that in view of the fact that a conference was to be held he did not think the council need waste much time discussing the by-law. He did not feel like criticising the byat the present stage. The Taranaki Councillors were fairly level-headed men, and possibly had good, reason for making the by-law. It would only affect Stratford as far as motor cars Were concerned.
Mr Were said the Taranaki County had 60 miles of main roads to maintain. The chairman said the Stratford County Council, as well as many other counties, had desired that motor cars should be taxed. It was the only foreign traffic on the roads. He would favor a move in the direction of taxing motor cars provided the license and tax applied all over New Zealand. 5 Cr. O'Neill: The Government should take action then.
The chairman: Yeß. It was hardly fair that their roads should be used so much by people who paid no rates at all- It was not fair that the council should have to maintain roads for people travelling to races. Cr. O'Neill: That wotild apply to the whole of the Doi .inion.
The Chairman: The Taranaki Council were probably working up to that. He did not think that a by-law of that kind would bo unreasonable. He did not think any magistrate would uphold the by-law now proposed. With regard to extra subsidy for main roads it was a question whether this subsidy should', come from the whole of the people, including county oi from the owners of motor cars ; only. This council had pressed hard for a motor tax at one time.
Cr. O'Neill said he thought the bylaw one of the most arbitrary that had ever been proposed in the Dominion and he thought the council should pass a resolution against it. He then moved that the council protest against the proposed by-law of the Taranaki County Council being brought into force. The chairman seconded, and the motion was carried unanimously. The chairman and Cr. Anderson were appointed delegates to the conference.
