The Nauru Island mandate, which ha 9 been circulated, provides that the mandatory governments be Britain, Australia, and New Zealand, who undertake the education of the children on the island, safeguarding their liberties and governing benevolently.' The responsibilities are clearly defined. Australia will appoint a commissioner for the first five years, after which Britain, Australia, and New Zealand will appoint three joint equal commissioners. Each country during the first year has a right to the phosphates at cost price equal to the highest amount imported in any single year. Thereafter the phosphates are to be distributed among the three mandatory countries as required at cost price, the commissioners disposing of the remainder at such price as they consider [fair. The balance of receipts, after deI ducting the cost of administration, to be distributed between Britain, AusI tralia, and New Zealand, according to ratio. The present company's business is to be purchased at valuation, each mandatory country paying a share according to the amount of phosphates being taken.—United Service.
