In the Federal Arbitration Court Justice Higgins, reviewing the poaitioi) created by the refusal of the Seamen's Union to ballot on the question of resuming work pending arbitration, and after enlarging U p on the substantial concessions given the men under the now log of April, declared that he adhered'to the policy that the union must not hate arbitration and strike too. If he wefa to arbitrate, and failed to grant all the men's leader* asked for, the mon might not man the aliips. He declined to act iniuer sucli pressure. His hands must be free.

Justice Higgins added that the attitude of the men was "Here are our claim.!, will you grant them?" He could cnly say that if employers granted the claims under such conditions they and the community would rue the dav, as those favoring direct l ion would point to the gains thus achieved and the tame kind of stand and deliver demand Would be made again, and soon.
