MILITARY RULE CONDEMNED. GOVERNMENT ANXIOUS FOR A SOLUTION. London, May 15 (delayed). Mr. Hartshorn (Labor), in the House of Commons, moved condemning military rule in Ireland. He urged the Government to grant self-government and selfdetermination

He said he had completely changed his opinion, and believed that if the Government threw the responsibility on the people of Ireland to manage their affairs and develop their national individuality it would result in contentment and the best-governed community iri the Empire. The Chief Secretary was engaged in a mere scuffle with the Irish people. Mr. Macpherson said the Government had dealt with enormous patience with the Tri'sh-American delegation The Government was anxious to Wa solution.
