THE EX-KAISER.
TO-BE DELIVERED UP. DUTCH MAKE NO DEMUR. Received May 19, 5.5 p.m. London, May 11. It is learned that the Dutch Government is prepared to surrender the exKaiser without demur, following the Allies' formal demand.
