CIVIC DIGNITY.
AN ABSURD POSITION. (from Our Own Correspondent.) Wellington, May 12. The Mayor of Wellington's regard for his civic dignity seems Jbo' have led him into an absurd position. He objects to the Government arranging to extend a welcome to General Russell in the capital city, and insists that he, as chief magistrate of the city, ought to take the leading part in any function of the kind. Ho says in effect that he cannot consent to play second flddlo to the acting Prime Minister. The point Mr. Luke has oven looked is that the proposed welcome isto be a Govtrument function, not a civic one. The Maypr has called a special meeting of the City,Gouncil to- consider the position. It will be surprising if the councillors endorse his attitude. The Government, in nny case, is firm on the point. Sir James Allen and his colleagues wish to do honor to General Rudsell, and they wish to do it in their own way.
