GERMAN PIRATE LODGED IN TOWER OF LONDON. London, May 8. A German submarine commander, accused of sinking hospital ships, has been lodged in the Tower. INCITING TO MUTINY. London, May 9. Agitators are endeavoring to incite troops who enlisted under the Derby recruiting scheme to refuse duty after May 11, on the ground that they are entitled to their discharge six months after the cessation of hostilities under the terms of enlistment, though this interpretation is officially disputed. Leaflets have been widely distributed at depots, also at naval stations. Police rakjs on a number of private houses resulted in the seizure of literature. The police also raided the offices of the jailors', Soldiers', and Airmen's Union. —Aus.-N.Z. Cable Assn. London, May 8.
