REGULATIONS DRAFTED. London, April 25. General Sykeg announces that many regulations regarding civilian aviation have been drafted. They provide for the fullest medical and technical tests for pilots and the maximum loads for goods and passengers. Aeroplanes are to carry iog books. International flying is prohibited until the international rulee are a<lopted.—Aus. Cable Assoc. THE TRANS-ATLANTIC FLIGHT. Received April 28, '2 40 p.m. New York, April 27. The weather is delaying the HawkerRaynham attempt at the trans-Atlantic flight—Aus. N.Z, Cable Assoc. A TEST FLIGHT. Received April 28, 8.35 p.m. London, April 27. The New York Times' Norfolk (Virginia) correspondent states that a naval seaplane in a test flight remained in the air for twenty hours and covered 1250 miles at a speed of sixty miles an hour.
