The difference between the mandates of New Zealand, Japan, and Australia is that while all now provide for the absorption of territories in the event of the natives expressing a wish which satisfies the League, the mandates of New Zealand and Japan provide that absorption will not give the countries the right to fortify the territories, whereas the Australian mandate does not contain this provision.
