In tiie course of Ins annual report to the Borough Council the town clerk (Mr- F. T. "Bellringer) makes the following reference to the proposed harbor improvement scheme at New Plymouth: The Harbor Board is to be congratulated upon the very fine scheme submitted for the development of the harbor. A great producing centre like Taranaki must have a port where it can ship its produce cheaply direct to the consumer and it is to be sincerely hoped that the wise and progressive proposals of the Board will receive the endorsement of the ratepayers.
