PAPUAN GOVERNOR'S REPORT. Melbourne, April 16. The annual report of the Governor of Papua expresses the opinion that Papua will never become a white men's country in the sense that they will settle and make homes there. An interesting feature in its development, is the extent to which the natives have gradually come to take a greater and. more important, part in such development and have fitted themselves to discharge the duties in their new life. They are now supplying practically all requisite labor. The Government proposes to assist in the primary and technical education of the natives, which, hitherto, was only done by the missionaries,—Aus.-N.Z. Cable Assn. RIOTS AT MILAN. Milan, April 10. There has been sharp fighting between the Spaniards and Raisuli's bands. A Spanish party was surrounded and wiped out. Fourteen officers and 300 native and Spanish soldiers were killed or wounded. The Spanish fell back on Tetuan.—Reuter.
