ANOTHER HOME RULE SCHEME. AVOIDING PARTITION. London, April 7. Lord Wimborne, ex-Viceroy of Ireland, in an article in the Pall Mall Gazette, outlines an experimental scheme of Borne Rule without partition. He proposes equal representation of Unionists and Nationalists in the Irish Parliament by extra repreesntations to the minority or nominating enough Senators to secure equilibrium. Such equilibrium would compel the parties to bury their religious and racial quarrels, as otherwise no Premier would be able to secure a reliable working majority. The experiment could be tried for a stated period, either party being empowered to withdraw after this period if it is dissatis-fied.—Aus.-N.Z. Cable Assn.
